Workforce Budgeting via Oracle’s Public Sector Planning

Many public sector planning organizations struggle with common challenges during their planning and budgeting process.

  • Inadequate tools for tracking expenses by Fund, Program, Project, or Activity
  • Existing systems prone to mistakes
  • No process control
  • Fragile, easy to break
  • Difficult to generate reports

Workforce Budgeting via Oracle’s Public Sector PlanningOracle’s Hyperion Public Sector planning application is a great fit for preparing workforce plans that require precise and detailed workforce budgets.  Yet, it is flexible to allow for more summarized data input as well.  The application is delivered with three budget detail options for the HCP plan type. The option depends on the level of detail you want to budget and track compensation expenses.

  • Position and Employee Budget – Allows you to budget employees by their assignment to positions, which drive compensation expense calculations.
  • Position Budget – Allows you to budget and track personnel expenses by positions, not by employees. Position based salaries are based on an average, not on specific employee salaries.
  • Employee Budget – Allows you to track budget expenses by employee, based on actual employee salaries. The job dimension drives personnel expense calculations.

The high level steps for creating the workforce budget are straightforward and easily correlate with most Human Capital and Payroll systems.   Oracle specifically delivers integration links to PeopleSoft, eBusiness Suite, JD Edwards and SAP.  The solution also provides easy to setup Tasklists for ease of navigation for administrators and the end-users as well as a robust workflow manager.
