@David — Good question. In my experience, Adobe Managed Services will usually temporarily flex licensing to handle peak loads. For typical loads, Adobe seems to be licensing based on the number of publishers and SLA level and will scale instances to meet traffic needs vertically before going to horizontal scaling.
