Security of Health Information – where to start

Many thanks to Feisal for his comments on security.  I am noticing a new awareness in healthcare regarding security and privacy of PHI.  The original HIPAA regs on these topics were  enforced (look here for enforcement and resolution data) when a complaint was made.  But no proactive procedure was in place to ensure that you were compliant with the regulations.  I didn’t sense an urgency prior to 2009.  That is changing now with the new guidelines and updated HIPAA for HITECH.  Fines and exposure are increasing and we are seeing an increased focus on privacy and security.  Business Associates (BA) also beware – you have new liability and your covered entities (CE’s) also have liability for your disclosures.  With more vendors offering SaaS models, it is very likely that CE’s will start taking a deeper look at your systems, policies and procedures.

As more and more healthcare systems realize the importance of physician loyalty and alignment, it is important to develop a plan and roadmap to help retain and attract high value physicians to your healthcare system.  The use of innovative solutions along with outreach programs are just a few of the approaches healthcare systems are using to become more relevant with their current and potential physician community.  The following presentation provides some of the reasons that physician loyalty is increaingly more important and what plan or approach a healthcare system can take to address this important business issue.

It is all about the data

Today there are numerous discussions about HIE, Meaningful Use, RHIO’s, EMR, and the list goes on. What is consistent about all of these? To quote a colleague several years ago “It is all about the data!”

As I work with multiple clients in support of their architecture strategy, I find that IT organizations have challenges with managing and understanding the overall breadth of all their data. There are multiple systems spanning several business functions often with vast duplication of information. This not only affects the IT organizations ability to develop, test and roll out new capabilities, this inhibits the business’s ability to provide customer facing initiatives such as EMR, HIE, etc.

Understanding the enterprise data and its pedigree is very important in any organization and must be addressed as a part of the overall architecture strategy and roadmap prior to jumping head-long into new initiatives. Personally, I find that it is a “fun” challenge to dive into the architecture and understand the inner relationships of the business systems by following the paths of the data. Ultimately, with a well-documented understanding of the “As-Is” picture of current systems and data, we can help our clients leverage that knowledge to provide higher value. IT organizations need to provide the business with timely and meaningful information; that information is all based on the data.

Question: What Drives HIE participation?

In February 2009, the federal government passed the American Recovery and Reinvestment Act (ARRA) providing much needed support to an industry that has struggled in a financially challenging landscape.  The federal government is projected to spend at least $300 million in support of health information exchange (HIE) activities in 2009 and 2010.  While it is uncertain the impact of future funding, ARRA has helped energize the field in recent months.  In addition, the new phrase “meaningful use” puts a strong emphasis on the ability of providers to exchange information in order to receive incentives from the federal government through Medicare and Medicaid payments.

However, the concern of sustainability and participation continue to plague HIEs at the local, regional, and state levels. What capabilities are of value and will attract participants and contributors of health information?  All of these concerns have created many approaches and solutions to address the HIE environment.
